FG to begin Payment of N5,000 to unemployed youths next year.

The All Progressives Congress, APC-led Federal Government, yesterday, said the payment of the N5,000 stipend to the unemployed Nigerian youths will commence next year.
It regretted that the payment could not take off immediately because it was not included in this year’s budget.

Minister of Youths and Sports, Mr Solomon Dalong, revealed this yesterday in Abuja when he paid a condolence visit to the national chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, at the national secretariat in Abuja on the demise of Prince Abubakar Audu, the late governorship candidate of the party in Kogi State election.

Dalong, who spoke with journalists, assured that APC government would also create more jobs to fulfill its campaign promises.
The party, during the electioneering campaigns, had pledged to pay N5000 stipend to unemployed youths monthly.

He said : “I would want the youths to understand that every promise must be backed up by budgetary provision and our promise to pay N5000 is not contained in the 2015 budget. So, definitely, it is going to begin in 2016 as we have made budgetary allocations for that.
“We are committed to the campaign promises of creating jobs, providing wealth creation and combat poverty. We have embedded in our manifesto things that we are translating to reality.
“We are busy reviewing some of the youth empowerment programmes that are ongoing, to ensure that they are more viable and people oriented. We are also looking at the possibility of realigning some of them to our vision so that in the final analysis, it can add value to the people”.

The minister also said that he would soon convene a stakeholders meeting to help re-orientate the Nigerian youths.
In his remarks earlier, the National Chairman of APC, Chief Oyegun, expressed optimism in the performance of Dalong as Youths and Sports minister.

The first batch of 48 Nigerians were deported from the UK for now out of 500

It was learnt that 44 men and 4 females were deported from the UK. They arrived aboard a chartered flight, Titan Airways no ZT3931, at 8am at the Murtala Muhammed International Airport, Ikeja, Lagos State yesterday.
The deportees were said to have been stranded at the airport waiting for family members and friends to come pick them up.

It was gathered that while 26 of the deportees had passports, 22 others were issued Emergency Travel Certificates by the Nigerian High Commission in the UK.

Buhari to decide MTN’s fate on $5.2billion Fine

Nigeria’s communications ministry said on Wednesday that it is up to President Muhammadu Buhari to decide “in which direction to go” with a $5.2 billion fine imposed on mobile phone network operator MTN.
“The Communications minister Adebayo Shittu said in Lagos that it will be up to the president to determine which direction to go since MTN asked for leniency,” ministry spokesman Tajudeen Kareem said.

The South African firm was fined by the Nigerian Communications Commission (NCC) at the end of October for not disconnecting 5.2 million unregistered users from its network.
Nigeria has been pushing operators to verify the identity of their subscribers, concerned that unregistered SIM cards were being used for criminal activity in a country also fighting an insurgency by Islamist militant group Boko Haram.

MTN is the largest mobile phone operator in Nigeria and the west African nation accounts for about one third of its revenues.
The payment deadline was extended from Nov 16 after the NCC said it was looking into MTN’s plea for leniency though the fine remained because the firm admitted to breaking the law.

MTN’s stock price has sunk more than 25 percent since the penalty was announced on Oct. 26 as the size of the fine is equivalent to more than two years profit for the firm. As of 1341 GMT, MTN shares were down 2.6 pct at 140.92 rand.
Two weeks ago, Shittu told Reuters in an interview that “nobody wants MTN to die” as a result of the pen

The reason why 500 Nigerians were deported from U.K

On Wednesday, the news broke a plane carrying about 500 Nigerians who were deported by the United Kingdom government Wednesday which arrived at the Hajj and Cargo Terminal of the Murtala Muhammed International Airport (MMIA), Lagos at 8:07am local time aboard a large chartered aircraft.
It was gathered that the deportees were taken to the main entrance of the Nacho gate where they were dispatched, while some of the deportees were received by their relatives at the same venue.
Coaster buses were used to convey the deportees in batches

It will be recalled that Nigerians living in the United Kingdom on Monday 23rd of November 2015 cried out that the UK authorities were planning to deport 500 Nigerians due to immigration issues and other related offences and called on President Muhammadu Buhari to prevail on the UK government to stop the deportation.

On ground at the airport were the Immigration Officers, TARMAC Operations officers, The Nigeria Police Force, Airport Command, Air Force Defence officers and other security agents who provided adequate security during the documentation exercise of the deportees.

A relative of one of the deportees who refused to have his name mentioned said that he came to receive his aged brother’s son who was running his Masters Degree programme in the United Kingdom.
He said that he was surprised when he heard that his elder brother’s son was one of those deported by the UK government adding that he had come to the airport to pick him up.

Asked why the student was one of those deported by the UK government, he said “I don’t know, I have never gone to the UK before. This (Nigeria) is where I have lived all my life.
When contacted to speak on the deportation, one of the officials of the Nigerian Emergency Management Agency (NEMA) told our reporter that he had been redeployed out of the airport but stressed that he would help the reporter with a contact which he never gave out.

Efforts to speak to some of the deportees were frustrated by security officers as one of the Policemen accosted the reporter and threatened to detain him but was prevailed upon by his boss who ordered the reporter to leave the scene.

Shocking ! What Gov. Wada of Kogi State did to Local Government Chairmen for Defecting to APC.

Gov. Idris Wada of Kogi, has faulted report that he sacked chairmen of local governments from office for defecting to the rival All Progressives Congress (APC), stressing that he only obey the order of the Appeal Court by reinstating them.
“It is a lie that I sacked LGA Chairmen for defecting from the PDP. This story is not true. The LGA were removed by a Kotun-karfe court about 11 months ago. The party went to the court of appeal and the court ordered that they be returned. I only reinstated the LGA Chairmen as directed by the Appeal Court,” he said on his Twitter handle.

The level of pressure Gov. Ambode's decision about hijabs in secondary schools is generating.

The Conference of Islamic Organisations, CIO, has made a passionate plea to Governor Akinwunmi Ambode of Lagos state to allow Muslim girls wear hijab to schools.

The former Governor of Lagos, Babatunde Fashola had banned the use of hijab in all Lagos public schools, forcing the muslim community to sue the state government over the issue. But when members of the CIO paid a courtesy visit on the Lagos Commissioner for Home Affairs, Dr. Abdullateef Abdulkareem on Tuesday in his office at the Government Secretariat, Ikeja, Lagos, Southwest Nigeria they pleaded for a reserve of the order.

Coordinator, CIO, Alhaji Abdullahi Shuaib said one of the thing they demanded from Ambode before he became governor was to protect religious freedom, saying that all over the world, muslim women were distinct because of hijab they normally wore.
He said when hijab was outlawed in Lagos school, the freedom of the female Muslims was breached, saying that it was as if government was at war with the Muslim community.

“This issue is very critical and the Lagos State Government should look at it critically. Muslims have ways of life which cannot be taken away from them, which is to use hijab,” he said, adding that even in advanced countries, Muslims were not restricted from using hijab.
He appealed to the commissioner to prevail on the governor to allow Muslim girls wear hijab to school.

The bad news Fayose has for Nigerians.

Ekiti State Governor, Mr Ayodele Fayose, has said with the continued downward trend in the price of crude oil in the international market, except by God’s intervention, Nigerians should brace for more challenges next year.

The Ekiti State House of Assembly also on Tuesday reviewed the 2015 operating budget and the tenure of regents in the state.
With the passage of the bill, regents in the state shall cease to enjoy government recognition after six months on the throne in their respective domains.
According to a statement by the Special Assistant (Media) to the Speaker, Stephen Gbadamosi, the 2015 Revised Appropriation Bill was aimed at re-allocating funds to projects that are of paramount importance to government

The governor, who spoke in Efon Alaaye during his sensitization tour of local governments in the state, said this year’s budget performed poorly because it was predicated on $68 per barrel, while it sold much lower than that.
Fayose, according to a statement on Tuesday in Ado Ekiti by his Chief Press Secretary, Mr Idowu Adelusi, opined that if the trend continued, there would be more financial challenges to cope with next year.

“This year’s budget did not meet expectations, especially in the area of capital expenditure because of the poor revenue coming in from oil sale in the international market. The oil now sells for less than $40 per barrel.
“Without being an economic expert, one can envisage a tough economic terrain next year. You know that I don’t hide things from you, the other day they said they have given out bail-out fund, I said it was not. It will amount to sheer deception for a leader to hide the true position of things from the people.
“We are heading for a serious financial challenge next year, as there seems to be little hope for the economy bouncing back. Our administration has always put our finances in the open for all to see. We are on this tour because we need to let you know what is happening. The power of the people is greater than the power of the leaders,” he said.

Dubai to host Nigerians on paid trips for shopping.

The Dubai Corporation for Tourism and Commerce Marketing on Tuesday said it had concluded plans to host 200 Nigerians on paid trips for 2016 Dubai Shopping Festival in January. Mrs Stella Obinwa, the Regional Director, Africa International Operations of the corporation, made the disclosure to newsmen at the ongoing Akwaaba Travel Expo in Lagos.

She said that the trips were for the corporation’s frequent Nigerian customers and consumers. She said the idea was to strengthen the tourism and cultural relationship between Nigeria and Dubai, United Arab Emirate. “This is our first time of attending Akwaaba Travel Expo and our aim is to highlight Dubai as a shopping and family destination of choice.
“Dubai is a must-visit destination in 2016 with incredible new shopping and family fun experiences at the shopping festival scheduled for January,’’ the regional director said. She said that Dubai had significant investments increasing tourism from Africa and all around the world.

“We are ready to support and work with Nigerian travel agencies and all airlines on a friendly bargaining for the 2016 Shopping Festival. “Dubai is ready and willing to receive high influx of Nigerians and foreigners to grace the festival and also to experience the best tourism and hospitality treatment,’’ Obinwa said.

She said that corporation’s appearance at the expo was to create awareness about the shopping festival to the world, particularly to those who love shopping, entertainment and family fun. “We are here to show that Dubai is going to out-do itself in this regard in 2016, with incredible new attractions and opportunities that can’t be missed,’’ she told NAN. She said that Nigeria is one of Dubai’s best-performing African markets, with over 300,000 visitors arriving in Dubai from the region in 2014. “Emirates operate three flights daily out of Nigeria, augmented by additional flights from within the region operated by Ethiopian Airlines.

“Etihad Airways, Rwanda Airways, Kenya Airways, Qatar Airways, Turkish Airlines and Royal Air Marco also operate flights from Nigeria. “When it comes to shopping, nobody does it better than Nigerians and Dubai do shopping like no other city,’’ she added. Obinwa said that shopping was a major attraction among African travellers and Dubai was highlighting its incredible retail offering to Nigerians in several innovative ways.

Audu's sudden death. The level of crisis it is generating in Kogi state will blow your mind.

Lawyers were divided yesterday, over how the country could proceed with the Kogi State governorship election following the death of the All Progressives Congress (APC) Governorship Candidate, Prince Abubakar Audu. With results from the 21 local councils of the state, Audu with 240,867 votes was on his way to a historic third electoral victory after six attempts as his closest challenger, Governor Idris Wada of the Peoples Democratic Party (PDP) has 199,514 votes.abubakar

However, instead of being declared as the winner of the election, the Independent National Electoral Commission (INEC) announced yesterday afternoon that the election was inconclusive, saying that there would be re-run polls in 59 polling units which have about 49,000 registered voters. Audu died shortly after the announcement raising questions on how the exercise could be concluded because the the 1999 Constitution and the Electoral Act are silent on what should be done if a candidate dies while the election is on-going.

There should be fresh election – Braithwaite Speaking on the issue yesterday, Second Republic politician and legal icon, Dr Tunji Braithwaite said the demise of Prince Audu calls for a fresh governorship election in Kogi. His words: First, it is sad that Audu died. Our thoughts are with his family at this time. However, coming to mankind, life and activities must go on. If the front runner in an election drops dead, the next person with higher votes cannot automatically be declared winner. ‘’The deceased according, to INEC scored higher votes. Audu’s death calls for another election.

The incumbent, Capt Idris Wada will continue as governor until another election.

There must be another election.’’ Just another election – Adegbuyi Dr Braithwaite’s views were shared by Barr Bisi Adegbuyi, a stalwart of the Afenifere Renewal group, ARG. ‘’There is nothing other holding another election. APC should be allowed to present another candidate. Since the election has not been concluded, the deputy governorship candidate cannot take his place, he is not the candidate,’’ he said.

The re-run polls should be concluded – Basorun However, Chief Olorunfunmi Basorun, Second Republic politician and Secretary to the Lagos State Government under Governor Lateef Kayode Jakande, said the re-run polls in 59 polling units should be concluded and the winner declared by INEC. Reason: ‘’It is the party that matters. The party sponsored the candidates.
In 1999, when Alhaji Atiku Abubakar was nominated as Vice presidential candidate, although the Adamawa governorship election had been concluded, the deputy governorship-elect, Boni Haruna, stepped in. So, the INEC should conduct the election in the remaining polling units and declare the winner.’’ Audu’s running mate should step in – Quakers In his reaction, Mr Norris Quakers, SAN, said since the Nigerian Constitution did not envisage what has happened, it makes it tricky and dicey. He however said,
“In my thinking, if you read sections 36, 39 and 40 of the Electoral Act as amended, I think the Independent Electoral Commission will have to conduct elections in those areas where they are inconclusive. What the party that was affected needs to do is to allow the deputy governorship candidate run as its governorship candidate while a new deputy governorship candidate is picked”.

Ticket belongs to APC – Ngige On his part, Chief Emeka Ngige, SAN, said: ‘’There is no lacuna.
In Adamawa, after Obasanjo picked Atiku, who had already won the governorship election in the state to be his running mate, the opposition led by Bala Takaya kicked against the decision to pick Haruna as a replacement for Audu. The opposition went to the Federal High Court to stop it and the matter dragged to the Supreme Court that it was right for Haruna, who was Abubakar’s running mate to become the governor. The opposition demanded for fresh election but that was rejected by the Supreme Court. ‘’However, this is a peculiar situation. What is happening now is a combination of a lot of issues.

In Rotimi Amaechi’s case the court ruled that it was the party that owned the ticket. It also said that the party owned the votes. So, such a scenario may play up this time again. The situation we have at hand is called a reccondite situation in law. And it will require a lot of interpretations.
I foresee a very stormy and testing period for INEC. The judiciary will also be put on trial. ‘’In Amaechi’s case, he had no running mate but since the court had ruled that the party owned the ticket, Ikuru, who was Omehia’s deputy, became his deputy. In my opinion, I will say that the APC owns the ticket.

INEC should go ahead with the elections and conclude it because the votes belong the the APC.’’ A source at the INEC headquarters in Abuja said yesterday: “Ordinarily, the commission would normally cancel the polls and fix another date for the election, but since an election has been conducted, INEC can give seven days to the party to announce another candidate before the conduct of the supplementary polls.”

Things you never knew about Prince Abubakar Audu

He granted waiting journalists a very brief interview during which he complained about reports of snatching of ballot boxes he said he heard was taking place in some polling units.
He immediately entered his car to go back to his sparkling white expansive mansion which was less than 500 metres away from the polling unit.

But a source gathered that Audu’s problems started after he voted.
Sources revealed that the Ogbonicha Prince fell ill at home, about seven hours after he voted.
At a stage, he started vomiting blood. It was learnt that he was stabilized Saturday night by doctors around him.

It was also learnt from the source that by this morning, his condition took a turn for the worse. He first suffered a minor stroke and a massive stroke followed.

When his condition worsened, his friends started making arrangements to transfer him out of the country through an Air Ambulance. The arrangement was still on when the 68 year old man died.
Sources said that the former governor died around 3.10 pm on Saturday, the same time tension over the result of the election in which he was the major candidate was at its peak.

The election was finally declared inconclusive by the electoral commission soon after his death.
Audu’s death on Sunday has put a final stop to what many have described as his perpetual ambition to be the numero uno in Kogi State.

The deceased participated in all the gubernatorial elections held in the state in his lifetime. Hence, his opponents derisively referred to him as a perpetual gubernatorial aspirant.

His political opponents said this was borne out of his arrogant believe that he was the best for the state.

The late Ogbonicha Prince is known for his flamboyance as reflected in the design of his attires and sprawling residences in Lokoja, his village and in Abuja, Nigeria’s Federal Capital Territory.
Audu’s contributions to the infrastructural development of Kogi state during the two times he governed the State, according to analysts was responsible for the massive votes he got across the 16 out of the 21 local government of Kogi in last Saturday’s election.
Perhaps, it was in recognition of this that his opponent in that election also swiftly declared seven days mourning for him.

Audu was born 27 October 1947. He was twice the Governor of his state. His first tenure was from January 1992 until November 1993 and the second from 29 May 1999 to 29 May 2003.

He was born to the family of his Royal Highness, the late Pa Audu Oyidi, Orego Atta of Igala Land and the paramount rule of Ogbonicha-Alloma in Ofu Local Government Area of Kogi State.
He started his education at the then N.A. Junior Primary School, Alloma, and later N.A Senior School Ankpa, from where he proceeded to Dennis Memorial Grammar School, Onitsha. He later transferred to the Jos Commercial College where he obtained both the GCE O and A level.

After a stint as a bank worker, Prince Audu later proceeded to London from 1975-1978 where he studied banking and personnel management, obtaining professional qualification as a certified secretary; and a Fellowship of the Association of International Accountants of London, as well as the fellowship of the chartered institute of industrial administration of Nigeria.
Prince Audu spent a total of 25 years with the First Bank, formerly Standard Bank, where he served in different capacities at management levels until 1991.

During this period, he was said to have made history as the first black training officer for the bank and one of the first black senior management staff of Standard Chartered Bank in London and New York.
He was appointed Commissioner for Finance and Economic planning in the former Benue State in 1986 serving in this capacity for two years. When that council was dissolved he went back to First Bank of Nigeria Plc as General Manager.

In 1991, Prince Audu was appointed Executive Director of FSB International Bank PLC before he was invited into politics to contest for the Governorship position in Kogi State under the ticket of the National Republican Convention (NRC). He was sworn in on the 2nd of January 1992 as the First Executive Governor of Kogi State. It was in this capacity that he transformed the infrastructural landscape of Kogi State.
Within the 22 months lifespan of that administration, and his second coming as governor in 1999, he was said to have put in place monumental landmarks in virtually all sectors, particularly in the area of housing, electricity, roads, education, and health care services.

Prince Abubakar Audu contested and was rigged out in the 2003 Kogi State gubernatorial elections. 2003 is generally acknowledged in Nigeria’s history as the beginning of a period of fraudulent electoral process carried out by the then PDP-led federal government.

In 2007 when election bells rang again, Prince Audu went to the polls, and was again defeated by massive electoral fraud committed by the then incumbent – Ibrahim Idris. Prince Abubakar Audu went to the Election Tribunal who nullified that election, and ordered fresh elections.
Again, Prince Abubakar Audu contested against Ibrahim Idris, and again, was defeated by a fraudulent electoral process.

In 2011, Audu again contested against a new comer to the turf, Captain Idris Ichalla Wada, and again Audu was defeated by another election fraught with fraud.
Prince Abubakar Audu emerged as the candidate of the APC at the August 28th Kogi State gubernatorial primary election. He was coasting home to victory, but INEC in its wisdom ruled the election inconclusive.

Dr. Goodluck Jonathan finally opens up and decides to tell the truth about the arms deal saga.

Former President Goodluck Jonathan in far away Washington DC,USA on Thursday, dismissed allegation of his government’s involvement in arms deal in the range of $2billion.
“I did not award any $2 billion contract for procurement of weapons,” Dr Jonathan was quoted as saying in a report in an online medium,
It was his first public statement on the probe of arms contracts during his tenure.

A presidential investigations committee into arms procurement by the administration said in its interim report that it found extra-budgetary spending to the tune of N643.8 billion and an additional $2.2 billion in the foreign currency component, all managed and supervised by the then National Security Adviser Sambo Dasuki.
But Jonathan speaking at a forum in Washington DC, according to the online report, said: “Where did the money come from? I did not award a contract of $2billion for procurement of weapons.”

Dasuki had said in a statement Wednesday that all contracts and accruing payments were made with the approval of the President, saying:“Nigerians should note that all the services generated the types of equipment needed, sourced suppliers most times and after consideration by the Office of the NSA, the President will approve application for payment.”

Jonathan who spoke on “Presidential elections and democratic consolidation in Africa: Case studies on Nigeria and Tanzania,” organised by the National Democratic Institute (NDI) and the Center for Strategic and International Studies (CSIS) said he found some of the figures which the Buhari government claims to be missing from the treasury or mismanaged unbelievable.
“Sometimes, I feel sad when people mention these figures,” he said.
“When the president (Buhari) paid official visit to the US, there were some figures that were mentioned that I don’t believe.”

He cited the example of $150billion said to have been stolen by previous administrations.
“He didn’t say my government, he said previous administrations…$150 billion is not 150 billion naira. People play politics with very serious issues.”

On another $59.8 million alleged to have been misappropriated within a 12-month period while he was in office, he said: “In Nigeria, if you lose $59.8 million in a year, federal and state governments will not pay salaries.
“Of course we brought international audit teams, forensic auditors and they didn’t see that.”
The former president said he did not want to join issues with the new government. “I wanted to keep away from the public for at least twelve months.”

Saraki has been warned not to politicise trial at CCT

The Attorney General of the Federation, Abubakar Malami, the Economic and Financial Crimes Commission (EFCC) and Inspector General of Police Solomon Arase have asked Senate President Bukola Saraki not to politicise his trial by the Code of Conduct Tribunal.

They advised him to direct his energy towards defending the charge against him rather than imputing political motives to his trial. They faulted Saraki’s claim that his trial was politically motivated.
In a counter affidavit they filed at the Federal High Court, Abuja in response to a fresh suit by Saraki, they denied being influenced by any political consideration to initiate the 13-count false asset declaration charge against him (Saraki) before the CCT.

The AGF, EFCC, IGP, the Director of Public Prosecution of the Federation (DPPF), Mohammed Diri and Muslim Hassan (Deputy Director in the Federal Ministry of Justice) said Saraki’s trial was informed by the outcome of a joint investigation conducted by the EFCC, Department of State Services (DSS), the Code of Conduct Bureau (CCB) and the Independent Corrupt Practices and other related offences Commission (ICPC) between 2003 and 2015.
They said the investigation revealed, among other things, that Saraki lied on the information he presented in the CCB Forms he completed between 2003 and 2011 in Ikoyi and Ikeja, Lagos, using third party companies, in which he had interest, with the intention of concealing his interests in such property. They gave the name of the companies as: Tiny Tee Limited, Vitti Oil Limited, Skyview Properties Limited and Carlisle properties.

The AGF, EFCC, IGP, Diri and Hassan added that the Senate President lied in his claim that an official of the Federal Ministry of Justice, Bulus Micheal, informed him that his trial was politically motivated. They said no official of the ministry bears the name.
“The charges preferred against him before the CCT were based on the conviction that a prima facie case was disclosed after investigation and not on any political consideration. The 1st, 2nd, 4th, 10th and 11th respondents (AGF, EFCC, IGP, Diri and Hassan) are not politicians and they have no interest in who becomes the Senate President.

“The 1st, 2nd, 4th, 10th and 11th respondents do not take instructions from any politician, but are public officers and public offices, who are only interested in the performance of their statutory and constitutional duties.

“No one has made or is making any effort to trump up allegations against the applicant, but the charges that were preferred against him were preferred upon being satisfied that a prima facie case was disclosed against him.”
They denied Saraki’s allegation that his rights were being violated with his trial by the CCT, arguing that aside that the charges were validly preferred, the Court of Appeal, Abuja has, in its judgment of October 30, 2015 upheld the CCT’s position that it possessed the jurisdiction to try Saraki based on the charge.

In their notice of objection, they challenged the court’s jurisdiction to hear Saraki’s fresh suit, noting that the reliefs he was seeking in the new suit are contained in a similar suit marked: FHC/ABJ/CS/775/2015, which he earlier filed before the court, and which has now been assigned to Justice Evoh Chukwu of Court 8 for hearing.
Saraki is, by the new suit, seeking to stop all the respondents, including the CCT, CCB from proceeding with his trial. He accused them of violating his rights.

IGP orders restriction of movements in Kogi

As part of measures aimed at ensuring a proper coordination of security operations and guaranteeing a hitch-free electioneering process in Saturday’s Kogi State governorship election, the Inspector-General of Police, Solomon Arase, has ordered a partial restriction of movement in Kogi State.

“Considering the geo-location of Kogi State, sharing boundaries with 10 different States, the Inspector-General of Police has ordered a partial restriction of vehicular movement within the boundaries of Kogi State with effect from 6.00am to 6.00pm on Saturday, 21st November, 2015” the IGP said in a statement.

“All States contiguous to Kogi State will be heavily policed, while motorists and other travellers plying the affected routes will be subjected to rigorous search by security agents on stop-and-search duty” the statement signed by Force Public relations Officer, Acting ACP Olabisi Kolawole said.

“The Nigeria Police Force notes that the partial restriction of movement order is informed by the exigencies of overriding security considerations. Noting that the Force is not unmindful of the citizens’ right to freedom of movement, this measure is aimed at forestalling tactics by faceless groups to undermine the electoral process.

‘Delay in 2016 budget shows Buhari is unprepared’

The Executive Director of the Centre for Social Justice, CSJ, Mr. Eze Onyekpere, says the failure of the President Muhammadu Buhari-led government to present the 2016 Budget proposals to the National Assembly, one and a half months to the end of the current Fiscal Year is a demonstration of its unpreparedness for governance.

Onyekpere made this statement yesterday, during a round-table meeting on Budget Transparency and Public Engagement in Budget Process, following the release of the Open Budget Survey 2015, in Abuja.

He said: “That the executive has not presented the 2016 budget to the National Assembly until now shows the unpreparedness of the current administration in matters of governance.”
According to Onyekpere, the provisions of the Fiscal Responsibility Commission Act, 2007, the reviewed Medium Term Economic Framework, MTEF, and the 2016 budget by now should have been approved by the National Assembly.

“Right now, we don’t have the MTEF to underpin the budget and we don’t have the budget. The implication is that the budget is going to be presented very late and it may not be ready until the end of the first quarter of 2016, which has been the usual tradition. The implications are not funny for the administration of the Nigerian people.
“That means that the capital budget will be delayed and by the time they approve it in March, April or May, it will be raining season and all out-door constructions will stop.

“So we are continuing the cycle of poor capital budget implementation and of course that would mean addressing less of the needs of the Nigerian people who are suffering infrastructure deficit and also attending to less of the poor because the majority of Nigerians are poor and the budget is expected to address their needs,” he noted.

BVN exposes people with fake certificates, multiple birth dates.........

An official of one of the leading banks said on Friday that the Bank Verification Number (BVN) policy of the CBN had exposed many Nigerians parading fake certificates and multiple dates of birth.

The official, who spoke anonymously, said in Lagos that some of the challenges encountered in withdrawals by some customers were due to this anomaly.

According to him, some customers who complained of difficulties in accessing their accounts, either had multiple dates of birth on their credentials or are using different names for different accounts.

He particularly mentioned a married woman, who had different dates of birth on her academic qualifications, another on her birth certificate and yet another on her international passport.

“To worsen her case, she cannot remember the dates offhand that she imputed on all the three documents.
“So, it was difficult for the date she supplied to correspond with her name on our BVN platform,’’ he said.

He explained that during the course of resolving a customer’s complaints, he discovered another who used another person’s credentials to gain employment.
The official said that the customer had a different name on his salary account which corresponded to the certificate he was parading and another name for his personal account with the same bank.
“Since the platform had no provision for multiple names for a particular account, it was difficult for the said customer to access his accounts,’’ the official said.

He said that for both cases, the customers were either advised to swear to an affidavit, stating their original name(s) and dates of birth, as applicable.
According to him, the BVN exercise is already responding to the objective for which it was created by the apex bank.
He added that through the BVN, cases mischievous change in dates of birth would be a thing of the past.

The BVN registration inaugurated in February 2014 is an initiative of the CBN and the Bankers Committee to protect depositors’ funds from fraudsters.

Mbu to police officers - 'Never allow politicians intimidate you'

The Commandant, Police Staff College, Jos, Mr Joseph Mbu, has advised police officers to remain bold and never allow anyone to harass or intimidate them.

Mbu made this known when he addressed Deputy and Assistant Commissioners of Police, who had completed the Strategic Leadership Command Course 2 in Jos on Friday.

“You must read your police laws and know your powers; you must ensure that you do not abuse such powers.

“Once you know those laws, be guided by them and carry out your duties diligently without any fear; never allow anyone, especially politicians, to cajole, harass or intimidate you.’’

Mbu described the police job as a “very difficult one’’, saying that it should be treated like an egg that would break if held too tightly, but would equally fall, if held too lightly.

He advised the officers to behave like senior officers, pointing out that they would be treated like junior officers if they behaved like hapless junior men.

The commandant harped on the need for hard work and integrity, saying that their service would be a “total nullity” if it was done without integrity decency, respect and discipline.

ICPC uncovers over N23bn pension funds ‘lost’ in 40 bank accounts

The Independent Corrupt Practices and Other Related Offences Commission, ICPC, has uncovered over N23billion pension funds ‘lost’ in 40 bank accounts in the country.

Chairman of the Commission, Mr. Ekpo Nta who made the disclosure yesterday, at the maiden town hall meeting of the ICPC in Makurdi, the Benue capital, said the Commission consolidated the accounts into four and was also able to recovered N496million in accrued interests on one of the accounts.
Represented by Member of the ICPC, Alhaji Isa Salami, he said “the Commission discovered that the National Pension Commission, PENCOM, was not remitting deductions from employees’ salaries to their respective Retirement Savings Accounts, RSAs, owing to inaccurate information.
“With the intervention of ICPC the sum of N34.5 billion has been remitted to 97, 842 employees’ RSAs’’.

Mr. Ekpo revealed  that while conducting systems review of personnel cost expenditure profile across Ministries, Departments and Agencies, MDAs, over a period of four years, ICPC compelled the return of over N6 billion unspent balances into government treasury.

The ICPC Chairman urged Nigerians to “support the renewed onslaught against the monster called corruption because it is by so doing that we can drive down the menace and eventually eliminate it from our country.”

Saraki gives Senate 2 weeks to probe Chairman of Code of Conduct Tribunal, Justice Danladi Umar

Senate President, Bukola Saraki, yesterday mandated the Senate Committee on Ethics, Privileges and Public Petitions two weeks to conclude the probe of allegation of corruption against the chairman of Code of Conduct Tribunal, Justice Danladi Umar.

Justice Umar is to face the probe, following a petition to the Senate over allegations of fraud, bribery and inflation of contracts by a Non Governmental Group under the aegis of Anti-Corruption Network, being operated by Senator Dino Melaye.

Recall that Saraki is also being currently tried by Justice Umar’ led CCT over a 13-count charge of alleged false declaration of assets which was contained in the form he filled as governor of Kwara State, and submitted at the anti-graft agency, sometimes in 2003.

Apparently on a revenge move, a member of the Senate Committee on Ethics, Privileges and Public Petitions, Senator Obinna Ogba, presented a petition against Umar on the floor of the Senate yesterday, during plenary.

Senator Ogba, representing Ebonyi South Senatorial zone, explained that the petition was signed by one Ajaso. I Ajaso on behalf of a group, and submitted for investigation.

He also said that the petitioners had not sought judicial remedy against Umar but seeking Senate intervention to probe the corrupt allegations contained in the document.

Saraki consequently referred the petition to the committee on Ethics, Privileges and Public Petitions and asked the chairman, Senator Samuel Anyanwu, to carry out a thorough investigation and report back in two weeks.

When contacted after plenary, to get details of the petition, the committee chairman said it was already receiving legislative action.

Another group, under the aegis of Human Rights Writers Association of Nigeria, HURIWA, had also on Tuesday, last week, petitioned the two chambers of the National Assembly, demanding an immediate probe of an alleged N10,618,837,435 million bribery scandal against the CCT boss.

The group’s petition was signed by its National Coordinator, Emmanuel Onwubiko, and addressed to Senate President, Bukola Saraki, and the Speaker of the House of Representatives, Hon Yakubu Dogara, respectively.

The group noted that the EFCC had started an investigation into the alleged bribery allegations leveled against Umar and his personal assistant, Mr. Ali Gambo Abdullahi.

HURIWA clarified that as a Civil Society Group whose main objective is advocacy and protection of human rights in Nigeria, the immediate probe of the CCT boss would send a strong signal to those still doubting President Muhammadu Buhari’s anti corruption war.

The petition read in part, “We write to bring to your attention for further investigation and necessary action a report of likely conspiracy by the EFCC, Office of the Attorney General of the Federation and the Code of Conduct Tribunal to remove the Senate President from Office using the instrumentality of their public offices to achieve their aims.

The group alleged that the EFCC, through the CCT, launched a counter attack on Saraki following the decision of the senate to probe the former chairman of the anti – graft agency, Lamorde sometimes in August this year.

According to the petition, “The Senate recently launched an investigation against the activities of the Chairman of the EFCC. The EFCC as a hcounter attack initiated and launched the prosecution of the Senate President as a retaliatory measure using the offices of the Attorney General of the Federation and a highly compromised Code of Conduct Tribunal to achieve their aim of removing the Senate President from office.

“The EFCC is aware that a compromised Code of Conduct Tribunal will always do its bidding because it has already concluded investigation into an N10 million bribery allegation against the Chairman Code of Conduct Tribunal, Justice Danladi Umar and his personal assistant, Mr. Ali Gambo Abdullahi.”

The group further alleged that the former Attorney General of the Federation, Mohammed Adoke, had already given a written directive to EFCC to proceed to prosecute the accused persons but that the anti – graft agency, for reasons best known to it decided to file charges against only Abdullahi, the personal assistant.

The group said both chambers of the National Assembly should note that the so called investigation report in the trial of the senate president at the CCT was probably prepared by the EFCC and that the prosecutor at the prosecutor, Mr. Rotimi Jacobs, is a well known EFCC counsel.
